Here you go. Greek, Rome, and Carthage are all able to make Client States again.

    Everyone else can make Satrapies.

*** I didn't change any of the barbarian factions.

so of all the versions of the mod in this thread, have any been made that restrict barbarians and Greek city states to just sacking and subjugating?

I havenīt had the time to look into the greek cities, but it would need a cultural seperation of strictly greek factions and hellenic factions, something i have not a single clue about...

does your version allow barbarians to sack as well as subjugate? I believe the one I'm using only allow them to subjugate because when they took one of my cities no damage was done to my buildings and I still owned the settlement.

Would a setup like this cause the AI to mostly sack and expand much slower?

    cai_personality_occupation_decision_priorities
    Code:
    default 5 occupation_decision_liberate 5 5 5 5
    default 1 occupation_decision_loot 1 1 1 1
    default 1 occupation_decision_occupy 1 1 1 1
    default 1 occupation_decision_raze 1 1 1 1
    default 5 occupation_decision_sack 5 5 5 5
    default 5 occupation_decision_vassal 5 5 5 5
    ---

Edit: Another question: If I simply remove culture_settlement_occupation_options from the list via a submod, wont the game still load them from vanilla?
So if I remove some of these:
    rom_Barbarian occupation_decision_liberate
    rom_Barbarian occupation_decision_occupy
    rom_Barbarian occupation_decision_raze
    rom_Barbarian occupation_decision_sack
It will still load them because they are present in the vanilla file.

If you use the vanilla table name (the full table) and remove entries, it will remove it from the game.

Yeah sorry for the necro post, I was looking for a submod that stops barbarian factions to conquer huge parts of the map, like this submod used to be. In fact I used both of your mentions submods (Cultural tensio and DeI Arbitriis) but still barbarian empires were forged during my plays.

Ι'll forward it and we'll see if we could do some editing to adjust it or something.

Haha nP, this really isn‘t much, just two DB files edited.
Nothing compared to what others are doing.
Though I am surprised how well this works, I think I‘ll be using this again in future playthroughs
