Elrond has never been summoned for questioning. He is the Guardian of Wisdom and wonders if he is overthinking the situation if he is afraid to go to Orthanc because Saruman might betray him and keep him on the top of Orthanc like he did to Gandalf. Elrond is always open for negotiations, for which, if necessary, he will send a diplomat to Orthanc.

Elrond's passage to the West is cut off by some aggresive and confident behaviour of the Uruk-Hai. He wonders if Saruman is aware of the rogue kamikazes running about in Eriador, given his request to talk recently. Elrond will take no offense, but as expressed before, the Elves will engage Saruman's armies if they keep running around like wild animals.

Lord Saruman wishes to talk, but He wishes to talk to Elrond in person to see how strong Sauron's influence over him truly is, and, in case The Dark Lord has complete control over Elrond, try some experimential treatment. As a sign of good faith, His Greatness has ordered His unworthy servants to secure Elrond's passage to Dunland at a safe distance, so that the elves won't feel threatened.

Let it be known that anyone that helps the Elves will be an enemy of the Great Butterwell Clan, so with a heavy heart Theodore has sent his armies against the men that live in the fertile lands of Eriador. They harbored the Elves against our forces and will pay dearly for their actions. His lieutenant has occupied the village of Hoarwell, which was filled with Elf friends that refused to let him pass, Theodore's orcs don't usually eat man flesh, but when they do they make sure it's from a fallen enemy.

We could'v been friends, we could'v helped you reclaim your kingdom of old, but Theodore must destroy any people that stand by the Elves in this war. Once we kill your pitiful armies and take your lands, we will execute any remaining Elf sympathizers and then you may live peacefully under his Orciness' rule.

Whoever said Eriador wasn't great? Gandalf, The Greatest Wizard in Middle Earth, has smashed the largest army of Coward Saruman. 2000v2000 men, Gandalf was not to be deterred...
