    Default Suggestion for base income

Hello! Ever since Rome 2 was released players have been wondering how factions that are said to only have 50 income can afford massive stacks of units outnumbering even the Romans or Carthaginians.

A good solution would be to replace the 3000 ghost base income with a bonus in-campaign map capital income which you only get in your capital so players aren't left out to wonder how factions with 50 income can afford 3 stacks of mid-tier units.

Besieged cities would lose the income so factions have to save their besieged city as soon as possible to get back their income (like Carthage in the 2nd Punic War) and thus would make sieging more important.

I believe Divide et Impera already has a bonus capital income, but this could be increased to make up for the removed base income.
