I've never heard of anyone getting the rebels to work and be stable. Mind you, I don't know of many actually trying!

*cough cough* playable rebels *cough cough*

Move slave faction to the list of playable factions in Rome - Total War\Data\world\maps\campaign\imperial_campaign\descr_strat.txt.

Make a descriptions to slave faction, in Rome - Total War\Data\text\campaign_descriptions.txt.

    {IMPERIAL_CAMPAIGN_SLAVE_TITLE}Spartacus
{IMPERIAL_CAMPAIGN_SLAVE_DESCR}The Spartakian are uber awesome !

Add map to Slave (or copying and renaming any existing maps) in Rome - Total War\Data\world\maps\campaign\imperial_campaign\.

For example, copy the file map_britons.tga and then re-name it to map_slave.tga.

Finally, the most important thing is to delete map.rwm

This kind of remarks is certainly not welcome here. Regular people (what you call modders) was not born with the gift, but they learn to provide contents which are freely use by all.

Slave factions generally will cause a CTD in modified RTW. There are probably a whole lot of files that would need editing before you could play as them.

yeah, i feared that, but, can you tell me if those files are editable and where they can be found?
i have the time, but possibly not the heart...
