Campaign won't start!

I installed 6 and 6.05 over a clean installation of BI, but it simply won't allow me to select the main campaign. It keeps saying "select an item from the list" whenever I try and then I get an error message once I quit about there being a problem with the expected start date. The descr_strat file looks fine, however. What's wrong here?

first thing I ask when this problem occurs 'did u upgrade BI to 1.6?'
as I have experienced exactly same error when I forgot to upgrade.

though I do recall somebody having to remove the options_bi line even after upgrading to 1.6, I think it was a French version of BI
