    Search for your language package "local_[your language]". Go to "text" and then to localisation.loc. Extract the .loc and open it with notepad. Search for the entrie of the city you want to rename (use the search function) and rename it.
    Now you can create a new .pack file or reimport the .loc in the original local_??.pack.
    I would suggest to create a new .pack file.
