Just a quick question, in skyrim, do you get new spells as YOU level up or as the tree itself (eg destruction,) levels up? because i got my conjuration to 100 and i cant seem to buy certain expert spells

AFAIK, you should be able to buy expert level spells 10 levels before you reach expert level in that skill, so at level 65. Not all merchants sell those expert level spells though. Try checking with the conjuration guy in the Mages Guild in Winterhold. Master level spells require certain quests to be completed, all initiated at the Guild. Or check the Elder Scrolls Wiki for a more comprehensive answer than I can give you (been some time since I last played...).

Definently try the College of Winterhold, maybe even the Blue Palace?
