How to reduce the annual aid for AI to get rid of imbalance?

I prefer a more realistic and balanced AI military force because when I conquered 45 settlements by Cao Clan, I could only maintain 400 units or 50.000 troops (the upkeeping cost is 65.000) but as compared to Liu Bei, I'm still nothing. That gentleman owns only 14 settlements but he has about 90-100.000 troops so there would be forever for me to take him out. In my calculation, 14 settlements can produce the maximum money of 30.000 but Liu Bei's upkeeping cost reaches 120.000! This is killng me.. Any ideas?

no idea, and i have brought this up multiple times, about ai stack spamming and that ton of money the AI gets , i think they are working on it, not sure though
