Yes. Maximum units are 500, but they are planning that it's possible to have even more slots for units in the EDU. What did CA say with the most units ever in a TW game? Well well... Let's see if they can create more...

Arent a lot of units in Rome 2 just variations with different color patterns?
Anyway, i am more interested in fixing certain bugs that RTW has(siege tower bug, ALX camera bug, memory leaks or CTDs) and improving CAI/Diplomacy.
More units and factions would be nice but it would take a lot of time and i am actually concerned about certain things.
Adding more regions could turn the game into a siegefest, more factions could increase end turn times, etc.
I hope modders dont just go for the limit, they need to have a clear working idea.
Depends on how large the map could be made, to warrant such a huge number of settlements.

Nah, that'd be way too compact. The cities are nicely spaced as is, many more would be a siege fest. :/

Sieges are over rated. Place 2 spies inside a city if you don't want so many sieges
A way to get around sieges(IF regions are increased) is to have the more insignificant cities/towns trigger a field battle instead with the town somewhere in the background.
I am not sure if this is possible but it would help and even be more historically accurate perhaps.
We'll have DVK's awesome new settlements only in the most important cities and the smaller towns will be more useful on the campaign map.
This could become a management nightmare. 1000 settlements. 1000 settlements.
