Theatre Unit Requests Issue

Hi, I'm playing as the Soviet Union, from the 1936 start point. It's now 1947, Germany has taken Europe and is now slowly expanding into the Western Hemisphere. They never attacked me, but my theatre commanders keep saying they can't hold their positions against Germany. Now, that wouldn't be an issue, except that I have produced all of their unit requests. They have generally stopped asking for new units, yet they still say the position is untenable. What is the problem? If they can't hold the position, shouldn't they be requesting new units?

Ignore it, the AI is stupid and overly cautious, since it isn't as smart as a person and knows it needs extra units to make up for its stupidity. Use it as a guideline, but use your own judgement. If the theater says it needs 36 armor units, it really only needs 6 or so.
