How to make a completley new map

Hello, i want to make a new map of Greece so i may make a mod, i want to do this from scratch, can anyone give me tips or tutorials or insight on how to do this, thanks!

Well I recall that most mappers seem to always start off with the map_heights file

I briefly checked out this tool http://www.twcenter.net/forums/showt...(TiME)-Project I never got into mapping myself but it seems like it should work.

Also, I believe that you can alternatively do the map files in photoshop or something similar.

tIME does not work
