Mod not working.

I have download the mod, as it was downloading it told me the version of rome total war wasn't right. Said I needed 1.5, which is not true as I have the game on steam fully updated. I clicked the box to have the mod work for steam. I've put the file in the right place, steam/steammaps/rome total war. I then double click the the shotcut XGM. It comes up with play rome total war telling me I need to write down the activation code. Then continues on to play the normal version of rome. what am I doing wrong?
