I'm not sure exactly where/what building that is, but I guessed that it was in Ireland and that led me to the Easter Rebellion.

It is the Easter Rebellion, but that's a very famous building in the background.

It turns out that's the General Post Office in Dublin, which was the headquarters of the rebels during the rebellion. Only that facade survived a fire which destroyed most of the rest of the original building.

It turns out these are enough clues:
I googled "major explosion crater in 1940" and the first article that came up was RAF Fauld explosion - Wikipedia.
So, I go with it.
