I was actually going to guess that but I figured two Garibaldi things in a row was too unlikely.
One thing I don''t get about this is why Republica Juliana was even made after this, why didn't Rio Grande do Sul just annex Republica Juliana? I mean that republic just surrendered rather easily, had Rio Grande do Sul annexed the area they could have used those resources for themselves.
