Does it have anything to do with sumptuary laws?

You bet, it's when an Italian minister in service of Spanish Bourbon King tried to force Spaniards to dress in French fashion, but they wouldn't give up their cloaks and hats. I'd give the answer, but I can't recall the name.

It's sufficient for me! Indeed, the image depicts the fashion police in Madrid imposing the royal view upon men's clothing. It was seen as a necessary measure to modernize the Spanish society and to reduce criminality. It spectacularly failed, when the mob raised against Charles III and his Italian Minister, Esquilache. The uprising became quite serious threatening the position of the king himself, but the crisis was eventually overcome, following the dismissal of the Sicilian statesman. It marks a disappointing beginning for Charles "enlightened" reforms, but the Spanish monarch finally managed to rejuvenate, at a certain extent, the declining Spanish Empire. +rep and your turn, Apollodotus!

It is Julian being declared Emperor by his troops in Paris

PS - If I guessed right, someone else can take my turn.

That is correct, the image depicts Julian raised on top of a shield, in a manner of frankish proclation of a king, however as far as I know this is just a fanciful representation. +rep

To mean, it looks like a city hit by an earthquake, from the stove top hat I would say somtime in the 1850's or 1860's, the uniforms don't look like a British ones, so I am guessing the Great Neopolitan Earthquake of 1857 in what is now Italy?

Was that Napoleon III in Algeria? Presumably that was a fire that broke out or an assassination attempt with a bomb. I can't remember.

But that is Napoleon III right? I'm assuming he is wearing a top hat because he is still president?

If it is Napoleon III, could it be part od his coup d'etat in Paris in December 1851, or his transfer from the Elysees Palace to the Tuileries Palace on January 1, 1852

Someone else can take my turn. It was really Lord Odo who solved it by identifying the person as Napoleon III. After that, it wasn't hard to figure out.
