    Since I liked some aspects of the alternate proposal I'm going to make proposals that implement those things.

    First lets give Full Members with no active warnings the right post in the prothalamos, they can't vote but they can participate more directly than through the Curial Commentary Thread.

All bills shall be voted on for one week. Subsequent posts in this thread are limited to notification of having voted. Messages lobbying to vote for or against, including via signatures and avatars are prohibited; however, posts lobbying to vote for or against are allowed in the original debate thread and in the Curial Commentary Thread. All bills shall pass on the basis of a two-thirds majority of non abstaining votes in favour. If any bill fails a vote, no re-vote on a substantially similar bill will be permitted within twenty-eight days.
    Currently Full Members are those who have been members for at least one week and have at least 25 posts.

    Does this mean it will allow HS (any non-citizen who reads curia every now and then) to post directly here?

    Only decisions/amendments can be posted in the proth and only citizens can propose them. According to the constitution anyway.

    Prothalamos - An area specifically for the proposal and discussion of legislation and decisions. Polls are not permitted within the Prothalamos.

    Great idea. I didn't know it was possible to allow members to post here but not vote. I believe posting rights entail the right to start threads, but if it doesn't this should definitely be added or we're not realizing this proposal's real potential.

    Nope, replying to threads and starting new threads are different group permissions.
