[Amendment] Open Prothalamos to posting by Full Members

Since I liked some aspects of the alternate proposal I'm going to make proposals that implement those things.

First lets give Full Members with no active warnings the right post in the prothalamos, they can't vote but they can participate more directly than through the Curial Commentary Thread.

Peregrinus (Non-Citizen)

Any member newly registered to the TWC Forums is automatically a Peregrinus (Non-Citizen). It confers posting rights in the General Fora. Any Peregrinus has the right to ask questions and suggest changes in the "Questions and Suggestions" Forum, as well as make contributions in the "Forum Magnum" section of The Capitol, as set out in Section II, Article V, and if they meet the requirements of Full Members and have no active warnings participate in the "Prothalamos" section of The Capitol.

Article III. Legislative Procedure

Any Citizeneligible member from Section III Article I may table a bill for discussion by posting a thread in the Prothalamos. This citizenmember will remain the sole proposer for this thread. Bills can take two forms:

• Amendments - A proposal to alter the text of the Constitution. Amendments can alter or remove existing text and add entirely new text.
• Decisions - A proposal for the creation of an official Decision of the Curia on any topic relevant to the functioning of TWC. Such a Decision is not binding, but the Curator should ensure (to the best of his ability) that the Hexagon Council promptly either implements the Decision, or gives an official reason for not having implemented all or part of it.

Each version of the bill requires in thread posted support of at least three citizens if the proposer is a citizen, and at least four citizens otherwiseto post in the bill's Prothalamos thread, indicating their support. The final draft of the bill must be debated for at least three days in the Prothalamos before the proposer can request the bill be moved to vote. When a bill is moved to vote, the debate thread is left open, and the Curator shall post the newest draft of the bill, and a link to the debate, as a new poll in the Curia Votes forum. All bills shall be voted on for one week. Subsequent posts in this thread are limited to notification of having voted. Messages lobbying to vote for or against, including via signatures and avatars are prohibited; however, posts lobbying to vote for or against are allowed in the original debate thread and in the Curial Commentary Thread. All bills shall pass on the basis of a two-thirds majority of non abstaining votes in favour. If any bill fails a vote, no re-vote on a substantially similar bill will be permitted within twenty-eight days.

Currently Full Members are those who have been members for at least one week and have at least 25 posts.

Only decisions/amendments can be posted in the proth and only citizens can propose them. According to the constitution anyway.

Great idea. I didn't know it was possible to allow members to post here but not vote. I believe posting rights entail the right to start threads, but if it doesn't this should definitely be added or we're not realizing this proposal's real potential.

Nope, replying to threads and starting new threads are different group permissions.
