His Imperial Majesty the Son of Heaven is NOT, in any way, declaring or even implying hostility towards your good peoples by transferring territories to Rangun. Ming wants peace and stable friendly relations, and we uphold our ideal of neutrality and isolationism above all.

It is just that it costs too much to run those far-away provinces, and as of yet they have not returned much of value for all their investments had been worthy of. Chinese historically ignored that area in terms of full annexation, because it is better to focus on China and the homeland. Since Rangun previously owned those lands before being transferred to us, we are simply handing them back as they were.

If it was successful by the first move attack the damn derrymn region at the border with the ming.
Dont forget that I get +1 on both moves since My. Average is 6
