Actually recent patch didn`t add all that stuff, as some of the users said they have used and seen some units from the first release.
For example, cut out camel cataphract unit has been used by CA in this gameplay,a month before relase:

So, my opinion is that modding of this game is difficult cause CA made it difficult on purpose ( they are business after all) just to stop modders( users) from going too deep into stuff and find things which are supposed to be ˝released˝ as a additional content for money. When they milk enough their customers, then they will release modding tools for free.
Yes, it is a conspiracy IMO. If this user found this hidden units without CA`s approval, and releases them publicly for free, can they sue him or something similar?
They probably had plans for these units..

Speaking for myself alone, I think some important questions need to be answered before modders can really decide whether Rome2 can be brought up to the standards of so many previous mods done on RTW1 or M2TW. It is true that a lot of the changes that RS2 made to Rome1 'are already done in Rome2'. Environment, battle models, graphical enhancements in particular. In short, I think most of what CAN be done to Rome1 has been done, short of experienced and talented people who could totally revamp all of the buildings, and then take the time to make every city unique in some way...as they would've been in reality. So let's just not compare Rome1 with mods to Rome2, and ask questions about what could be done to Rome2.
1. Can a family tree be added? I know some people smirk at this idea, but I think it's very important because 'historical' mods are popular, and we need to ask why. One of the important reasons, I believe, is because historical mods give 'personality' or 'humanity' to what would otherwise be just a strategy game involving nothing but fiction. The characters, the people who governed, commanded, screwed up, were tyrannical, were Kings, Emperors, despots and good rulers were made an integral part of historical mods because of the roles they played in reality. Sure, as you play, everything becomes a 'new history'.....but there is that feeling or sense of being drawn into an epic story that goes beyond just the strategic aspects of the game.
In this regard there is also the matter of having a choice...being able to replace a FL or heir, or fire a General or a Governor. But at present, Rome2 lacks most of these aspects of the first Rome. You cannot recruit a General. You have little control over characters at all. And adding historical characters to a hypothetical 'historical mod' for Rome2 would be possible or not? I ask these questions simply because I have repeatedly heard people talk about the importance of this aspect of the game in the RS2 forum.
2. Mentioned earlier: Can named and numbered Legions be added to Rome2......and when I say this, what I mean is, Legions with their own shields, banners, helmets, etc. etc. and history.....not the farce that is currently in Rome2, where you have an army right from the start named 'Appolinaris', for example, when no such Legion even existed for a couple hundred years.
Again, why is such a thing important? Well, for the Roman player, it's important because again, it adds to the game a 'human element'. People become attached to their Legions. They feel bad when one is lost. They feel proud when one is victorious. Silly, perhaps, but it simply adds depth and immersion to an otherwise 'canned' and sterile game.
3. Can cities be added to Rome2, and\or customized? It is apparent too me that the city of Carthage, for example, is basically 'half a city' with a large panoramic 'picture' that represents the rest of it. Ok, cheesy perhaps, but let's think positively about this and ask the question: Can the picture be changed? Can the concept be used for other cities? Could one use an artist's rendition of a city to actually portray a pretty realistic ancient city the way it really was? Imagine if you could take a panoramic picture of the model of the city of ancient Jerusalem, and use that to represent half of a battlemap city!
Still, the question remains whether cities can be added at all? One thing that really shocked me about Rome2 was seeing cities like Jerusalem and Syracuse portrayed as 'villages'. A real WTH moment, and a big turn-off for me. If we ever expect to see historical mods brought to Rome2, you must certainly wonder whether this unacceptable issue can be corrected....and, whether other important cities can be added as well.
4. Buildings and how they work in Rome2. First, let me talk about an issue that remains in RS2 that I'm unhappy with. RTW allows you to have 64 building trees.....but you can only DISPLAY 32 in the Strat UI. Not that you would want to build all 64 in one city, but there is a standing problem with this in RS2 because sometimes there are more buildings in a city than you can see in the UI.....which means, you can't see what they are or destroy them if you wanted to.
So I wonder...how 'restricted' is the Rome2 interface\UI when it comes to displaying buildings? Can you add 'virtual' buildings? Will they show up in the UI? Can the 'kindergärtner' icons be changed to something more representative? And why do I ask? Because, again, historical mods are also about historical buildings and buildings that portray the PEOPLE of a given culture. I had hoped this would be 'better' in Rome2, but it seems that this feature has been nerfed for the present. So can that be fixed, or expanded upon?
TBH, if these issues had been included and enhanced in Rome2, I would've been enormously happy with it...even WITH all the sucky AI issues. We've always had crappy AI issues to deal with, so it's old news. But in terms of modding and whether Rome2 can survive to even BE modded....I think these questions need to be answered.

And can the battle mechanics be made to work? My computer won't even run the game, but from what I'm reading--they're a disaster. I saw one post lamenting for the "old days" of Shogun 2 when an "epic" battle could last ten minutes.
Honestly? This is where we've come to in the Total War series? I got into the games with the original Medieval--battles were tactical setpieces lasting hours in the case of multiple full stacks. Rome and Med2 made that all a lot more arcade-y, but still mods like Europa Barbarorum for RTW and Third Age: Total War offered large battles lasting up to an hour or beyond. And now we're wishing for the "good old days" of ten minute battles? You have got to be kidding me.

Well back there before i learning starting modding CAI i think rome 2 is bad game , but after learn one trick or two , i managed to pull some good result, basicly if CAI is working then i think its should cover much problem like BAI or graphic, its also can be applied to other mod as well. In the end Total War is about strategy game where player mush fight tooth and nail againt overwhelming CAI. The BAI is addition of graphic boost to make Total War different kind of Beast among the Competitor

I able to figure out how to pull trick to force CAI use his army proportion so rather 1-2 stack now the can using like 3 or 4 stack, more like horde

So basicly CAI made by C.A. is good, its just require some tuning and all working well. The base concept of strategic game is not graphic but good AI, graphic, music will come as add on to enrich the gameplay.
But seem we go more oriented to enrich the graphic rather the CAI, yes the game is beautiful but the gameplay is average, while modding AI itself only require patience and lot of testing to find what value change the outcome of CAI, i hope more people will attracted for this development. Considering Medieval 2 at least many modder capable do incredible feat especialy on user script work
