Are you using a non-english (US) keyboard? Using the "_" (underscore) is important if you want to use the console commands ("cheats"), so if your keyboard works differently then the US keyboard could be that it is that the "_" also acting as another key.

What button do you use to open the console? Is it "~" (tilde) key ?

he opens console with ~ and its Compaq keyboard made in Thailand but its says somthing on the back Canada ICES-003 CLASS B

Is his copy of Windows in English and his copy of Medieval2 English? ~ key is the right one if so.

By the way, my keyboard says "Made in China" even though I'm in California.

Windows is on English but Language bar is on Bosnian , Medieval 2 is English and yes he opens it with ~ key.

To me, if he can open the cheat window with ~ and enter the cheat in English, it should work.

Yes but when he tries to enter _ in console it closes I only use toggle_fow works fine for me .

If it works for toggle_fow, no reason for it not to work for the others.

No he has COMPAQ I have Razer keyboard
He got it from Steam 7 days ago .

It depends on which language settings he's using on his keyboard and depending on that, certain keys are swapped. My settings:

If he has Win 7/8/8.1 or Vista, has he tried disabling the UAC?

He may have to invest in a real US/UK keyboard. There is a post buried in here where a long time member of this forum on a trip from London to Rome and had to take along hid UK keyboard for the cheat console to work even though he could set the Rome hotel's keyboard to English. It has something to do with the way they are mapped internally that I don't fully understand.
