    Hi fellow tw players,

    As the title says this a MP game for Hearts of Iron 3: Their Finest hour 4.02.
    If you want to join please post 3 preferences of countries.

    for me that would be:

    These Rules are from the Anzac game on the paradox forum:

    House Rules

    - Historical DOW's till Danzig. Germany is free to trigger the event anytime after it is available (April 1939) but no later than December 31st 1939

    War Entry Conditions
    USA
    USA may DOW if:
    - December 1941
    - Japanese declaration on western powers
    - German troops landing on british isles

    USSR
    - January 1942
    - German troops landing on british isles
    - German DOW on Turkey
    - The USSR is required to behave historically until war with Germany

    A number of countries are considered to be, AXIS countries, they are Bulgaria, Hungary, Yugoslavia, Denmark, Norway, Romania, Greece. Countries which are considered, neutral (not exhaustive) are Sweden, Spain, Switzerland, Portugal, effectively, if Germany runs amok dowing neutral countries, DOWS from USSR and USA can be sooner, this is relatively subjective, advancing 2-3 months for each neutral country violated.

    Upgrading
    Upgrading units can result in very significant savings in IC, for example, building cavalry and upgrading that cavalry to armour is much cheaper than just building an armour.
    The following cannot be upgraded and have to be built directly:
    * Medium Armor, Heavy Armor, Super Heavy Armor
    * Specialty units: Paratroopers, Mountain, Alpini, Marines, SS, Gurkas, etc.
    * Mechanized, Tank Destroyer, rocket artillery etc. (note that motorised is not included and can be upgraded to)
    * Only motorized may be upgraded to mechanized. (Building motorized and then directly proceeding to upgrade to mech, is however still banned)

    Cavalry may only be upgraded to motorized, no exceptions.
    Militia and garrisons have to be upgraded to infantry first, no exceptions.
    If upgrading is used, obviously, primarily to obtain things for cheaper, it will be considered an exploit.

    Espionage
    - No raising threat missions
    - Can only disrupt unity on countries at war with
    - No coups

    Puppeting/Liberating
    - If liberating or puppeting a nation, effects the current or imminent supply situation, or takes advantage of teleporting supplies, chances are very high, it will not be allowed.
    - If a country is in a faction at time of dowed, it may not be puppeted
    - Turkey may be puppeted
    - Unrealistic puppeting is out, if in doubt ask, but always take a save before.

    Aircraft Operations
    - UK aircraft may not operate from USA bases in the Pacific
    - Japanese aircraft may not operate in Europe
    - German/Italian/Other Europeans, may not operate outside of Europe
    The above are excepted if the aircraft are expedded or are supporting land forces of their own nationality.

    Naval Basing
    -Carrier and Battleship fleets must out operate out of bases controlled by their home country and may not use allied ports. Exceptions
    - Italy/Germany can always base out of each others ports
    - US can base CTFs out of UK main Islands if it holds Hawaii
    - UK can base CTFs out of Commonwealth ports (thinking mainly Australia here)
    *Caveat, if a combined Allied strategy, intentional or otherwise, involves being being able to completely ignore the Japanese navy, then these rules will have to be revisited.

    There is a very strong expectation that Japan and the USA will engage each other in the Pacific.

    Long list of rules
    - The AXIS are welcome to have Hungarian, Romanian, Bulgarian Armies expeded to human player control as they desire.
    - No disbanding units hopelessly cut off or surrounded
    - No brigades may be built as reserves
    - Production Licenses are limited to no more than 3 units on the queue at any one time.
    - No Guarantees of Independance
    - No looking at Savegames
    - Cannot use rockets or strategic bombers for log bombing
    - Any tactic designed to exploit the supply source weakness of capitals is not allowed. If a Capital is surrounded, it must be attacked in a reasonable and timely manner. If you are not able to attack promptly you must leave a one province supply corridor open to "supply" the rest of the enemy army but the defender MUST treat this provence as "occupied" by the enemy.
    - Must deploy units off the deployment queue immediately, don't leave them there indefinately. Exception: 1 Port and 1 Airfield may be held in queue as invasion ports/ fields.
    - Don't kill retreating units by Paradrops.
    - Parradroping on Capitals is allowed.
    - No limit on Para's built, but limit to max of 3 during a rolling 30 day period. (Starting at any time, there may be no more than 3 paradrops for the next 30 days) Airlifting Para's does not count towards Para drops.
    - Forts, Coastal Forts and Radar limited to level 5.
    - The Bosphorous is closed to countries at war unless Turkey is a faction member of yours or you control Istanbul
    - Pre war all countries are expected to trade freely between Axis, Allies and Comintern
    - No limit on where a country may operate, however some restrictions apply to aircraft, see Aircraft Operations.
    - No limit on lend-lease
    - If a player is receiving lend lease, then he may NOT give any lend lease to any other player
    - Can only send lend lease to a country that is at war with a major
    - Cannot VP grab on AI minors for VP grab. You can do some paradrops, on VPs, just be reasonable
    - Japan needs to DOW all Chinese warlords at the same time that it intends to occupy. May DOW other warlords only after Danzig
    - May not occupy provinces with naked hq brigades
    - May not attack with naked hq brigades (disrupts strat redeploys)
    - The USSR is expected to contest its frontier with Germany
    - Allies may not invite Belgium/Netherlands to their faction. They have to wait until Germany dows them.
    - Allies may not declare war on any neutral nations. This includes Italy. If Italy is being naughty, the Allies may demand it Dow on the Allies.
    - USA may only go on War Economy when the UK is at war.
