There's a mod on the Nexus that adds settlements from the first Elder Scrolls game Arena into TES V: Skyrim. Arena had all the provinces of Tamriel included and everything was bigger so there was more room for more locales, if you're wanting some canon settlements. http://www.nexusmods.com/skyrim/mods/47989
I didn't read all 13 pages of this thread, so maybe someone has already said these two things. But the first isn't corrected on the front post yet so thought it should be brought up.
The naitve inhabitants of the Reach are called Reachmen ,and are related to the Bretons.
The Forsworn are a group made up mostly from Reachmen

Some headers while you work on the project:
Do not, and I repeat DO NO add anything in the game without a proof for it.
Thinking of adding a gold mine resource in Riverrun? think again. Add timber instead because they have a mill.
Instead add Gold in Markarth as they are a mining based city.
All in all though, I wish this mod all the best.
Also, you should really think of recruiting a team to help out. Start off small, add a checklist and get people to do each task,
(e.g 1. Buildings and History of Cities. Get someone to find the specific buildings (e.g taverns etc) in the stormcloak holds and get another person to find the history behind Winterhold
2. Unique Buildings (e.g bards college in Solitude, College of Winterhold, Thieves Guild in Riften etc))
Also, you misspelled "Forsworn" it's not Fornsworn lol
Hey bud, Markarth has Silver in it, not Gold, so if you're insistent on sticking to lore you'd have to drop that idea. But maybe you hsould rephrase your suggestion to sound less demanding? It IS Finlander's mod after all, it looks like you're trying to give orders instead of feedback.
