Are you saying you have 6 full stacked armies and you can't defend 23 towns with them? that is equal to about 7 or 8 provinces, that's almost an army per province.

You need to gain more regions either through allies, vassals/satrapies or direct expansion.

If you look at your faction menu you will notice a yellow meter, just like in Shogun 2, you should be able to read on that one how much more you need to grow to reach the next level. Note that the progression between steps are slower than in Shogun 2.

If you feel unable to conquer more with limited armies then get some client states.

Also the Radious mod increases how many armies you can field.

You need to increase your IMPERIUM. By completing the objectives or by conquering more.

I understand the OP. Its a bit "hard" to understand how much IMPERIUM you gain, how, and why. Like the political system, its very hard to understand if you dont playthrough a lot of campaigns.

I thought Imperium mouseover tells you that you gain it via conquering land and winning battles? At the least, that is how I seem to recall it working.

Also as a forewarning - if you edit the army limits to anything higher then the game intends, you WILL face a massive Civil War. The number of rebels spawned for that is proportional to your army cap, so the higher you make it, the larger army that is going to spawn at that. You can also expect the game to feel a lot easier if you make the cap any higher.

The funny thing about army cap is that it always seen in my experience is too few in the beginning and too much in late campaigns and I basically keep my full 15 army and 10 navy late game as I do not know how else to spend the in-game money is.
