Hot seat and minor nations

I am playing a hotseat game with myself as the wizrobes and the other guy is the darknuts and we could not get the zuna to join the darknuts.

In previous versions the requirements for a minor nation joining you was to be in an alliance with them, has this been changed?

Is this a problem with the new version, or is it just the hotseat?

No, not really. In my play through with the Darknuts on the newest version of HTW, i got Zuna & Tokay just for having them Alliance with me.
