How to modify effects.dat

So I tried running data/sounds/effects.dat with the .idx extractor and it doesn't recognize it. The reason is because I want to use voice sounds from Hanzhishang with RoTK (I think RoTK is better than HZS) but using the effects.dat file from HZS makes there be no music in the strategic map even though all the data/export .txt files are still those of HZS, which makes me feel like there's something in the effects.dat file that overwrites the strategic campaign music.
