WTF Riots gulor

ok i am playing this sub mod and i am playing as Deutschland (germany) and first turn all of my minor villages and somve vanilla castles and towns start to riot, then i turn the taxes down on every city and village and try and move some troops into each place then end that turn and HOLY CRAP 75% of my provinces revolt by 2nd turn , they spam the regoin lost message and my mini map goes from all black regions to almost all grey in a matter of seconds lol is this normal cause i dont think this happend to germany, used (toggle_fow) to see how AI is and they stll have all their provinces ????

do you have garrisons in your settlements stationed?

its first turn so no , i dont start will carrisons , and i dont have enough time to move them there if i could, after first turn a lot of them riot and i dont start with enough troops to garrison them
