I found a fix for solving the freeze/non loading at the splash screen and for launcher not working errors.
Try the solutions in order
Freeze/non loading at the splash screen Solution a1
Spoiler Alert, click show to read:
-Go to "C:\Users\Administrador\AppData\Roaming\The Creative Assembly\Rome2"
-Then delete the Rome2 folder.
-Once removed go to "C:\Program Files (x86)\Steam\SteamApps\common\Total War Rome II\redist"
-Then open the files listed below in that order and click on repair for each one, the last one doesn't have a repair window pop up, instead you will see a small loading bar,
Save the file and close it, then proceed to start the game
Alternative Solution with a2

-Go to %appdata%/Roaming/The Creative Assembly/Rome2/Scripts/
(Start > run > appdata. Make sure you have set "show hidden files and folders" under folder options)
-Then into the scripts folder
-Inside that folder, there is a file called preferences.script.txt
Open it.
-Search the following (CTRL + F): gfx_device_type
-You should find the following line:
gfx_device_type 1; # gfx_device_type <int>, Set device type, 0-D3D9, 1-D3D11, 2-GL3 #
-Change the "1" to "0", so it looks like this:
gfx_device_type 0; # gfx_device_type <int>, Set device type, 0-D3D9, 1-D3D11, 2-GL3 #
Save the file and close it, then proceed to start the game
launcher not working errors.
Solution b1

Try solution a1
-Right click on RT2W in steam
-then properties
-then uncheck the Enable Steam overlay
if not,
Solution b2
Spoiler Alert, click show to read:
-steam library go to add non steam game
-then follow the path, "Program Files (x86)\Steam\SteamApps\common\Total War Rome II" and click on the rome2 application
-then proceed to add the program and try starting it,
this should re-create a new separate launcher
if not,
Solution b3
Spoiler Alert, click show to read:
-Go to "C:\Program Files (x86)\Steam\SteamApps\common\Total War Rome II" then make an shortcut of "Rome2.exe" and place it on your desktop.
-Then rightclick your shortcut and select properties then you should see this, "C:\Program Files (x86)\Steam\SteamApps\common\Total War Rome II\Rome2.exe"
-Proceed to replace it with this, "C:\Program Files (x86)\Steam\SteamApps\common\Total War Rome II\Rome2.exe" -dev" and run the .exe,
it will start the game without the launcher so you will have to do without mods until there is some real fix.
Solution b4
Spoiler Alert, click show to read:
-Find the Rome2.exe in Steamapps/common/Total War Rome 2/
-rightclick it, choose compatibility and check "Run as Administrator".
-If it is already checked, uncheck it. Then start the game by doubleclicking the Rome2.exe in that folder.

If this doesn't work
-rightclick on Rome2.exe, choose compatibility
- and check disable visual design and desktop composition.
-Then start the game by doubleclicking the Rome2.exe.

Then copy and paste them onto the desktop, go through the procedure and paste them back in, the .exe is repairing the game so the Rome 2 folder is re-installed,

its frustrating playing a hundred hours and having this beast crash and burn, nothing has worked , two installs, now Im reinstalling steam...

ok reinstalling steam and still Im stuck with not launching start screan.. very frustrating.. so Im looking for this in my c drvie.. it was auto installed by steam could it be somewhere else?

So
I reinstalled twice, then I reinstalled entire steam... whatever happenned when I had to emergency shut off my system really screwed it up as none of these worked
My fix, I did a left handed system restore as recently I added a new ssd, so I plugged in old hdd, and re imaged the ssd.. every thing works now, I just lost some data from some dl I can easily replace.. weird stuff

its because its a hidden folder so you have to un-hide it.
Go to computer-(in the tabs click) tool- folder option- view- then look for "show hidden files,folders or drives" and tick it. Then click apply
After doing that go through the steps again the OP.
Im stuck on the red menu screen and all buttons are frozen. Can anyone help?

Want to post that this fix worked, I wish I had decided to check TWC for fixes instead of just reinstalling...
Was really weird, my game worked fine, then one day I ran it up, and my whole desktop just shut off mid-load. Then Rome 2 wouldn't work after that. Very unusual, but rare bug I'm sure.
I followed these steps, and the game is still stuck at splash screen. Performed a reinstall, followed the steps again, but no luck. Anyone have any other suggestions, hopefully?
