The ONLY faction I can manage to give to Rome is the Estruscan League, I can't give any other factions to Rome so far. I've been editting it all correctly (the faction capital, the cultural_originator, rebel_faction, rebel_faction_name, alternative_rebel_faction)

The garrisons are ok, the only problem is you can only get like 4 cities then it stops working.

That might explain why I can never get it to work. I tried to give Rome all its possessions at about 168BC so parts of Spain, Illyria, Sicily, Corsica and Sardinia

I've made a few mods which should allow you to annex other factions. The garrisons in the cities are at bare minimum, and you have no buildings in most cities but its good enough for me. You also gain their armies so an infinite empirium army mod is recommended. http://steamcommunity.com/profiles/7...&numperpage=30

Is there a file which limits the number of cities/provinces you can have on Turn 1?
I've been following all the tutorials and stuff on here but I just can't seem to give Rome more than about 5 cities, any idea why?
