I think the answer lies in the center of the map.
Rohan, Gondor, Rhun and Isengard are the possible answer, in this order.
Rohan seems to have a hard time dealing with the ongoing (15+ turns) invasion, so the west was abandoned by the player in favour of Isengard.
Edoras still stands so either you are playing Rohan or you are assisting as Gondor.
Rhun has some interesting expansion, maybe a Rhun player wishes to expand into horse master territory?
And Isengard, well, maybe the invasion allowed you to mop up any regions in west Rohan.
I'm going with Rohan.
