i say Mordor, and add the guess you turned the garrison script off.
that gave me exact the same result with rohan finishing of isengard early, and the silvans took gundabad. anly mordor was weaker (even got destroyed kinda early), but i killed thousends of orks with my lorien archers.. so you playing mordor might get this result when focusing on the north.
