I did gift settlements, (i think 3 or 4 they were) but that's about 50-60 turns ago when i had a "spare" army after upgrading from tier 1 to better units... had no real use for those units or conquered settlements..
and did like this every now and then with some settlements, snatch them from the enemy, giving them to allies who can get more from them, eventually they would loose it, and it starts again^^

but nothing of it was on purpose to confuse you, and the last action like this was minimum 30 turns before the screenshot.

Also i did give them to different allies, so mentioning all of them by name now would leave only 2 or 3 factions i didn't gave something, and you would just have to decide between them.

For example what i did in other campaigns:
conquered Osgiliath (both) with rhun, then gave them to mordor.
took fangorn and so on with dwarves from isengard, gave it to elves.
conquered isengard as gondor from a tol acharn, and gave it to rohan.
or simply start with giving dains halls to OoG when playing OotMM, since i felt stretched enaugh without fighting dwarves.

so those kinda things are what you can expect, and what i likely do.

good for me, and I do the same with my campaigns, but not when I plan to post them on Who I am.

Dol Guldur makes me think it was one of those settlements conquered by you and then gifted to your ally, the SE. The fact that it's in SE hands simply says that Mordor didn't have the strength to take it back in ~30 turns. I'm guessing on Dwarven expeditionary units doing the usual funsies on the map (also, one of the few factions where you can actually conquer with 1st-tier units)

hm, i didin't play to post it here, merely saw no post for some time, so i just made a screenshot.
and the rule... i didn't give them away in order to make it harder to guess, but in order to win the game

Also, having in mind i did give some away... i don't think it's that hard to guess if you look closely where something seems "odd"

althought that was quiet how you should think to solve this "puzzle", dol guldur is in mordors hands. not saying the rest was right or wrong, just dol guldur is mordor.

Dwarves definitely but to confuse you more if you have gifted a city then I'd say you have but not which or to who but by the sound of the clue you don't care who owns what as long as Mordor/Isengard/OotMMetc don't exist (assuming you are Dwarves).

Okay... since it has been more then a day, and by now no one said the right answer...
one more tip, and i'll be offline until monday:

I have the highest civilian/soldier-rating, meaning the most civilians per soldier.
also i think i have the biggest settlement ("biggest" means "most populated") of all.
And finally: you're looking in the right direction, only have in mind: an odd expansion might aswell happen because one might think "never fight a war, when you can let someone else do it for you"

that's the reason why settlements should not be gifted ...

anyway, not going to change my answer, and I think it is better if you give it now (not fair to keep people waiting 3 days more, and I have my map to post!!
