Note: Your textbook says that certain time-telling phrases are unique to Austria (such as "es ist viertel acht"). This is not true, as they are quite commonly used in Germany. Hence, knowing them is important, since most of the time (especially southern) Germans will say "es ist viertel acht" instead of "es ist sieben Uhr fünfzehn." It's easier and quicker for Germans to use the former construct. We will also often say, "es ist kurz vor acht" (literally, it is shortly before eight) or "es ist kurz nach acht" (literally, it is shortly after eight) instead of saying exactly what time it is.
