    - In Nicaea and all of Bithynia, Theodore Comnenus Lascaris, son-in-law of Alexius III Angelus by marriage to his daughter, Anna Comnena Angelina, is declared the uncrowned successor to Alexius V and the Imperial Throne.
    - However, his power in Anatolia heavily contested, with David Comnenus taking up rule in Paphlagonia and Alexius Comnenus taking up rule in Trebizond.
    - Furthermore, a Greek noble named Manuel Komnenos Maurozomes has set up power in Phrygia, and his daughter is married to the Mohammedan ruler of Iconium, Kaykhusraw (Sultan of Rum).

Boamundus Lusignanum, Dei gratia fidelissimus in Christo Imperatore Constantinopolitane, Romanorum moderator et Basileus Romaion, Empereres de Romenie is now in command of this eternal city. He who led the army that brought the Latin Rite to Constantinople now reigns from the ancient throne and is the heir of the Roman Empire. Under temporal charge of the English Company and its captains: law, order and justice shall be restored in every hearth and whorehouse in this megapolis.

Under the Marshalls Athelstan and Willyame of the English Company, one thousand men of House Lusignan have been deputised to the law. Ten men shall guard each gate, the breaches in the walls will be guarded by fifty, the harbours by one hundred as will every major residence of the new lords. This city is now under martial law, and peace will be kept and administered by the men deputised by the Emperor himself, given power to arrest any man of whatever station that is caught in the streets fornicating, stealing, killing or in any other wise acting in a heathen manner.

No man, woman or child has leave to enter or go from Constantinople. The guards have legal duties and rights to detain any person attempting to break the barricade.

Every Jew, Moslem and Oriental Christian is to be detained by the lord or captain in any given locality and to be declared and forthwith given over to the English patrol when the force arrives at each and every camp in turn.

Every property and estate now claimed by the valiant crusaders are obliged to give up the names and report the status of their leaders, their men and the security of their locale to the English patrol when the force arrives at each and every camp in turn.

Any legal matters, fugitives or complaints of the peace may be brought to the Headquarters of the City Watch

In the name of God, St Michael and St George- long live the Emperor.
By warrant of Athelstan and Willyame of the English Company at arms under Richard Cœur de Lion, may God have mercy on his soul.

They do not declare for any claimant however.

The assembled Latin clergy have selected Father Jacopo Orsini to become Archbishop of Saint-Sophia and Latin Patriarch of Constantinople. May God watch over him and speak to him as he guides the Holy Catholic Church throughout the Empire in this, most trying, of times.

News is swarming is swarming across the Balkans from Hungary. King Emeric I, who died in 1204 AD, is succeeded by his son, Ladislaus III with his uncle, rebellious Duke Andrew, as his Regent. Word from the Hungarian Kingdom has spread that Andrew has stolen power from his infant nephew, officially making himself 'King of Hungary' in all but name.

In the name of Boamundus Lusignanum, Dei gratia fidelissimus in Christo Imperatore Constantinopolitane, Romanorum moderator et Basileus Romaion, Empereres de Romenie. Constable Athelstan, Commander of the City Guard and Imperial Forces hereby enacts the edicts of the military laws Novam urbem Constantinopolim edictis atque imperio militari Latinorum.

These laws require that no lord maintain a retinue of over 500 men within the city walls of Constantinople. Any retinue must be for the sake of personal security and the security of estates, bodyguard companies are hereby authorised and distinguished in size and nature from brigade and regiments, in the Imperial Ordinances. All private armies and faction troops are to make camp outside the Theodosian Walls.

Furthermore there are five garrison towns to the west of the city: Selymbria, Rhegion, Hebdomon, Bizye and Arcadiopoli which are to function as excellent temporary barracks and give aid and support to the upkeep of large numbers of soldiers. It is recommended that lords make preparations to garrison these satellite fortresses forthwith and claim logistical benefits. Any retinues not in compliance with the law by the turn of the year will be forcibly removed from the city.

Any issue with these decrees should be brought before the constable at the barracks of the city guard:

Father Akos of Hungary performs a Greek Catholic mass in Constantinople at the Forum of Theodosius.
One that will be remembered as the "Bread Breaking of Constantinople" where to the locals and Latins fresh bread and roasted fish is handed out to spend a meal together as equals in Christianity before God.
