Hmmm.... Never had any problem with old Rome and windows XP. Your problem could be a million things... Try to remove all directx and reinstall them. It's funny this should happen on a brand new pc...

If you got the Rome TW CD disk, Directx9c is on it. Insert your disk and look at it in Windows explorer, open the RTW folder and there should be a directx folder. Open that and it has an install option.

Have you tried verifying the game cache?

When was the last time you ran Microsoft Update manually and installed all software options?

Well okay, that's a bit more tricky.

On you hard disk look in /program files/steam/steam apps/common

Inside there you should be folders for your steam games. Look in your RTW folder and there should be a folder "dx". Inside there should be an install option.

Well okay, the folder marked "common" should have the games you've got off steam. If you can find your RTW folder, look in that for a folder called "redist". Inside that you should find a directx folder. In that there should be a directx setup application.
I don't have steam RTW so I'm only guessing from other games. Another thing you can do is search inside the folders by typing "directx" in the search window in the upper right corner of windows explorer.

Can you find a folder called "redist" in your steam RTW folder? It would be very strange if directx wasn't in there somewhere.

I think my guess is wrong and the steam RTW doesn't have its own directx folder going by this image of the steam RTW files. I was under the mistaken impression steam might have added one which would have made it more foolproof.

Well it might work. Look in C/windows/system 32/DirectX

Just copy the DirectX folder and place it in your RTW folder. It will either work or do nothing at all.

I tried the link and i downloaded that but it sad:
You already have the same or a better version of directx installing is not required.
And placing the directx map wont work to.

However verifying only checks your downloaded game files.

I assume you have directx on your PC, the problem is RTW isn't accessing it. So something required is missing, it could simply be something like a dll for your directx folder.

I'd download this redist version of directx 9c.

    http://www.softwarepatch.com/windows/directx.html

Follow the instructions on the link. Running the set up for 9c should install the necessary file for RTW. It won't cause any problems if you have a later version of directx.

    • This is the 'redist' version of DirectX - all files are downloaded in one package (rather than an active download).
    • Instructions: make a system backup or restore point. Double-click on the file once the download has completed. You will be asked where you want to place the extracted files. This is a temporary folder only - you can delete these files once the Direct X 9.0c installation has completed. Now go to that temporary folder. There will be lots of files in there - run DXSETUP.exe and wait for it to complete the installation. Restart you computer if required. Now you can delete the files in the temporary folder. For future use, you can keep the file you downloaded or simply delete it - it doesn't matter.
    • DirectX is a crucial system component. It cannot be uninstalled without reinstalling your operating system (!) or performing a system restore/system recovery.
    • To determine what version is current installed on your system and other tips about DirectX, see our guide here.
    • This version of DirectX was released June 2010.

Disc version, I'd say a clean reinstall. maybe a good idea with Steam version, too.

    What version of Windows?
