    How do you get them to do something other then just standing around waiting to be killed?

    What happens is that if you don't do anything about them, they devastate your countryside: i.e. income goes down in the settlement.

    Yeah, I know that. But I want the stacks to move around and attack other stacks and towns. As it is now you can just ignore them until you have assembled a sufficient force to take them out. If they moved around and attacked you would have to keep more then a token garrison in your settlements. So how do I make that happen?

    by definition, brigands do not seek open warfare: they just devastate lands. So, in this regard, they are realistic. But unfortunately, I don't know of any way to alter their behaviour

    True, but a large enough band of brigands may try to take a poorly defended settlement if only to plunder it. Rebels of all kinds on the other hand really should do more then just stand around and wait to be killed.
