It could be that they kept certain mercenaries generic because the individual minor factions will have unique troops. That way if they are ever made DLC they won't have copies of already available mercs in their army.

Btw, i was looknig at the "allies with" and i found, for instance, that when you click in the Aracilum province in Hispania, the "Cessetani" appear as an ally of the Cantabrians. That's a faction that does not appear in the map and should be placed in the province of Tarraco, which is controlled by the Cantabrians.

Just saying, because you might find other hidden minors around that do not appear in the map.
