How to convert a file.rsd into a file.tag or gif, jpeg

I apologize if this post is not in the right place but I do not know where to put it.

Can someone explain to me how to convert a file.rsd into a file.tga ?

I noticed that in your mod "Battles of Asia (BoA) " this conversion was done hence my question on this site.

This will allow me to edit icons interface Rome Total War.

I try to change the mod Total Realism Platinum Edition V1.9

I managed to change the large icons as well as the strategic map but I can not find the small icons that indicate the nationality tables ranking factions and Table diplomacy.
By comparing the various mod files such as Third Age or Batlles of Asia, I found the file that represents the small icons. This is sharedpage_01.tga

But in the mod Total Realism Platinum Edition V1.9, I can not find file tga?
I changed the images in FE_buttons_24 and FE_buttons_48. But that is not enough, some icons are still displayed in another way.

For an image of what I mean, here are some excerpts.
The green arrows represent the icons I want and red ones I have not been able to change

OK, but if I posted on this site is that the mod uses sharedpage file I try to convert. If modders read my message, they may be able to help me?
