Problem starting the United States Grand Campaign

ok, i did a fresh install. I have the disks but it still accesses Steam, I assume to update, etc.

The TAR installs fine, both the base program and the un-install hotfix.

EVERYTHING works fine except the reason I installed the mod....to play the TAR campaign
the United States Grand Campaign.

I get an "Application Load Error 5.0000065434

I've contacted Steam about this and am still awaiting a reply (I'm not holding my breath)

Just wondering if you've come across this and/or have any ideas. Again, this is a fresh
install of ETW then the installation of the TAR files.

I am getting the same error message trying to play the American Revolution campaign. I've tried all the fixes. Haven't touched the Advanced Settings. Fresh install of Empire 2. Launched it and played around. Quit out. Installed TAR. Installed the hotfix. Running as admins both Steam and the launcher. Ran the TAR_filecheck.bat and what not.

Nothing. So frustrating! I'm running Windows 7 64bit.
