If you go to the Steam page for the Greek States Culture pack it says that they have their own military, economic and cultural victory conditions. Does this mean that CA is adding to the normal military victory conditions?

It all boils down to who has the better army, so it doesn't really matter.

But if it is true then you wouldn't have to expand as much you could take 10 or so provinces and just hold there. you wouldn't need 50 or 25.
Ya good point. It's still a good bit of variety, but I find with victory conditions is that it all boils down to military prowess.
Like in Civilization V, all the victories depended on the player having a strong enough army to either conquer everything, protect against everything, and such and such.
Like, I'm not sure how the economic victory will work, but I'm guessing the cultural victory means getting enough cities to produce tech and culture while military just means go conquer everything.

Hasn't it always been kind of like that? If you were a certain faction, you would have to hold certain cities in order to win. The amount of cities to be held would be the same for every faction, however the specific cities you surely needed to hold would be different from faction to faction. I suppose it is this what they mean. I do think, however, that apart from this victory condition - CA might expand it with two additional ones such as getting a certain grade of economy going / income/trade / whatsoever or having a certain size of army etc (in the end, one doesn't go without the other so yeah).
Just speculations though.
I don't believe everyone had to sack Rome to win the game in the first Rome: Total War. It makes sense for different groups to consider victory differently.
