A Different type of coat, is it possible?

Hello everyone,

First of all i hope this is the correct place for such a question/request. Basically i wanted to know if it is possible to make a coat/tunic like the Officer is wearing in this picture. From looking through the texture files it seems it is closer to the Officer_Arms_2 tunic but more the Mathew Perry one, minus the Epaulettes. If anyone could even make this for me if it is practical i would much appreciate it. I would like to use something like this for Officers within game as a lot of them seem to have worn this style of tunic with the double buttons down middle.
