Installing Problem

I use windows 7 and I run the installation as administrator and I put the target as my Copied Rome Folder. It says It can't find RomeTW.exe and it skips everything, when I checked I found out I have RomeTW instead of RomeTW.exe is this the problem and if so how can I get RomeTW.exe? If not what am I doing wrong?
