IIRC there was a route used by spain to communicate, I think it's the "Spanish Road", that streched from the netherlands to northern Italy.
Since most of the countries near the Road were catholic and had nothing afraid of, except france who saw it as a threat.

It was indeed "The Spanish Road" - - useful article at http://www.historynet.com/the-spanis...etherlands.htm

An extract from The Army of Flanders and the Spanish Road, 1567-1659: The Logistics of Spanish Victory and Defeat in the Low Countries' Wars (Cambridge Studies in Early Modern History) by Geoffrey Parker can be seen at http://books.google.co.uk/books?id=Y...page&q&f=false I read the first edition many years ago - need to get hold of the 2004 update. It was certainly very informative and a good read.

Also, sending the most proeminent figures of each crown held by the Habsburgs to command armies in some far away theatre was commonly used to cut off any chance of revolt in these territories.
