Fact is Egypt was fined 30,000 florins for killing your family member/FH. And England was fined 2,000 for the extra fort. I should have forced themzr to replay his turn but no, you were impatient. I can fine a faction any time and send the revised save on in a couple of ways. Fining Egypt at this stage of a game barely slows him down.

I was asked months ago by Dux and Poach to finish the rules thread I started a long time ago. I'm going to sticky it and combine the other lessor threads into it. Then we can finish up all the rules by September 1st (at the latest) and all games will proceed from there with defined penalties and such.
