Also, the hegemony would like to point out the futility of war (eg you will get more regions faster from attacking unoccupied ones rather than other nations) and a possibility of setting up claims that each nation can take without advancing on each other.

I would have taken it up certainly if I was not so busy these days with studies, and was not having database errors and all kinds of problems when visiting this forum (especially after this cleanup and maintenance and new layout).
