This part is dedicated to the rules players must follow instead of the in-game rules.That was done because even if the in-game rules are finished, they need polishing and are quite long.
On Meta-Gaming: Meta-Gaming, as in most cases is frowned upon and any act based on OOC knowledge will be excised.
On Power-Gaming:As with Meta-Gaming, Power-Gaming is frowned upon.
On Player interaction:In OOC interaction with other players, you must at least keep to common courtesy.

I was inspired to add this after recalling a poll put by Lord Valerius on the AGOT RPG.He found that his minor House could put more than 200.000 soldiers to the field because he had the money to pay for them.I recalled that comment a few days ago, and decided to add a cap on how many soldiers a faction can support, which doesn't change, regardless of being able to pay for the or not.

These are the various artifacts and family heirlooms in the RPG.
The Palantiri:They can be used to see on far off places, and also as a mens of communication between people who possess them.They are located in Elostirion,Angrenost,Annuminas,Amon Sul,Minas Anor,Minas Ithil and Osgiliath. The one in Elostirion is unusable however, as it can only see towards where Numenor was.
Narsil:The Sword of Elendil, forged in the First Age by the great Dwarf smith Telchar of Nogrod.It is said to shine with an inner light, and can cut through Iron and Steel with ease.+600 Attack,+400 Defense.
Aeglos:The great Spear of Ereinion Gil Galad, the High King of the Noldor.A great weapon of war, it is said to terrify foes.+600 Attack,+400 Defense
Durin's Axe:This ancient weapon was the Axe of Durin the Deathless himself, and has been passed down to his heirs ever since.+600 Attack,+350 Defense
Sauron's Mace:The fearsome weapon of the Dark Lord himself, forged by Sauron as his weapon of choice.+550 Attack, 450 Defense
The Elendilmir:This circlet made of Mithril, and set with an Elvish Crystal is one of the symbols of Royalty among the Dunedain.+5 Influence
The Scepter of Annuminas:The symbol of power amongst the Arnorian Kings.+4 Management
The Ring of Barahir:The ancient Ring gifted to Barahir by Finrod Felagund, and passed down his line since.+3 Builder

As far as I know, this is a new development for TWC RPGs, as I haven't seen one before.There basically are various stages of morale,which are influenced by the following:
Unit Quality [High-tier units have better morale]
Race[For example, Elves have better morale than Orcs]
Battle Condition[A unit that is ragged and surrounded, and is also part of a losing army is likely to retreat]
Leadership[Soldiers led by a leader with high Influence can perform better]
Fearsome Units[Unless they have factors that favour them, units might break against fearsome units like the Nazgul]
These are the stages for unit morale.The average morale for a unit is 50.
Furious [Under special conditions]:Gives 50 more morale points.
Victorious:A victorious unit has 80 morale points.
Confident:A confident unit has 75 morale points.
Steadfast:A steadfast unit has 70 morale points.
Casual:A casual unit has 50 morale points.This is the state of a unit entering the battlefield.
Wary:A wary unit has 45 morale points.
Grim:A grim unit has 40 morale points.
Desperate:A desperate unit has 35 morale points.
Terrified:A terrified unit has has 30 morale points.
Broken:A broken unit has 25 morale points.
Shattered:A shattered unit has 10 morale points.
Units attempt to flee at Broken.
A flanked unit loses 10 morale
An encircled unit loses 15 morale
Seeing other units rout, a unit loses 5 morale per unit
If a leader dies, there is a chance that either all units lose morale, or they will be enraged.
Terrain and Other Bonuses

A unit on elevated terrain such as a hill gets a 10% bonus
A unit defending a wall gets a 5% bonus
Dwarves get a 5% bonus when fighting underground
Ambushing units get a 15% bonus
Orcs get a 5% bonus when besieging settlements. With OoTM this is replaced with a 5% bonus on mountainous terrain
Numenoreans get a 5% bonus in Naval Combat
Elves of Lorien and Greenwood get a 5% bonus when fighting in Woods
Elves of Lindon get a 5% bonus at Field Battles
Easterlings and Haradrim get a 5% bonus at Deserts

When under attack, cities are given an amount of soldiers, which is proportional to their importance.The player can increase that number, by constructing relevant buildings.Here are the numbers for every tier of city.

Economy

The economical system is going to work with assigning players a starting amount of money depending on rank, but the rest they will have to make through efficient use of their province/s, which will have certain values upon which the player will try to best exploit.For example, there will be provinces which are particularly fertile, like Nurnen [Sauron's agricultural center] and others which sit upon trade lanes or great riches.This will give every region of the map unique characteristics. The players must post their bank on their home thread, and their account will be considered automatically updated, as long as they post changes which will affect their income, like trade agreements.
The currency of the game is the Mirian, which is divided into Canath.
There are categories on the fertility of certain areas.[Note that some problems of lacking fertile ground can be circumvented by building the proper infrastructure, but they are not wholly rid off]

Value is measured in the worth of a chest's load of a material.

So you see, agricultural products aren't worth as much as gems or minerals, but make up for it in abundance. Trade agreements give both participants a 10.000 Mirian a week.
Character Stats

Will:Represents your character's willpower, which makes his mind hard or easier to read by beings who have such powers. It also affects your ability to do such an act if you are an Elf or Numenorean.
Influence: This skill is your character's ability to inspire those around him, and lead them to brave deeds.
Terror:Applies only for Sauron and the Nazgul, and their abilities to cause terror around them.
Weapon Expertise:This skill affects your character's skills with a certain weapon.
Builder: A character with this trait gets buildings built faster
Siege Strategist:This reflects a character's aptitude for siege warfare
Field Strategist:This reflects a character's aptitude for field battles
Naval Strategist:This reflects a character's aptitude for naval warfare
Mining:A character with this stat can increase a mine's output
Trading:A character with this skill can get more money out of trade agreements
Farming: A character with this skill can maximize the production of farms
Management:This skill reflects a character's ability to manage a region or nation skillfully.
Battles

The battle rolls will use a percentile die, so:
Unit A attacks UNIT B, Unit A rolls for attack and Unit B for defense. Bonuses are counted and you deduct the losses.In a battle with multiple Units facing one, it is the same process, and every unit has to roll.There is also a system for morale, but I'll explain that separately.
Weapons and their bonuses

This section covers the various weapons in the game, and the bonuses they have against certain units.
Bows:They have a 8% bonus against light units.
Pikes:When pike units are prepared, they have a 20% bonus against cavalry, and 5% against units that attack from the front.
Spears:Spear units have 10% against cavalry and 5% against other units.
Steelbows:They have a 20% bonus against armoured units, and an 8% against others, but are slow to fire.
Longswords:They have a 7% bonus against pikemen, and 10% against spearmen.
Greatswords:They have a 10% bonus against light units, and a 5% against spearmen.
Axes: They have a 10% bonus against spearmen.
Hammers: They have a 15% bonus against heavily armoured units.
Longbows:They have a 10% bonus against armoured units and a 4% against others, but can fire quicker.
Throwing Axes:They have a 10% bonus against armoured units.
Javelins:They have a 20% bonus against armoured units, but require close range.
Lances:The weapon of Heavy Cavalry, they have 20% bonus when charging,
and a 21% bonus against Heavy Infantry.

The player will post his bank on his home thread, and there he must put his expenses and incomes.If he makes a trade agreement or a similar deal, he is obliged to put it in his bank, otherwise the income from it will not be considered valid. The player vault is to be considered automatically updated, which will not oblige him to update it every week for his incomes to be considered valid.

Each character has a 1.000 health points in total.Armour protects your health points, and unarmoured characters may find themselves go down easily.You roll dice for both attacking and defending characters.Defending characters may block using their weapons.Blocking increases your armour rating, and can serve as defense when your armour points are depleted.Armour points are depleted with each attack, annd the number of armour points is relevant to the armour quality and type.The die roll determines how much is depleted.The damage of a weapon is added to each strike.So, if you roll 100% and have +200 weapon, 200 points are added to your strike.

FAQ
Q.What will be this RPG's stance on Lore?
A. We intend to base this on the Books, and stay accurate as much as possible.Things like that mean you will not see Plate Armour, absurd creatures or anything of the like.
Q.Why don't you include X faction?It would be cool.
A.We have cut some factions deemed secondary and merged them with other factions or made them unplayable.Which is why you won't see factions such as Enedwaith.
Q.How many characters can I play as?
A. Up to two characters, although one is strongly recommended. And of course, you can't play as two faction leaders.
Credits: Gandalf, who pretty much supported this idea from the very beginning and designed the Harad roster. Balin son of Fundin, for designing the Orcs of the Misty Mountains. Ngugi, for making a TATW submod that inspired me to make this RPG.

There's a good chance of this being approved as soon as you flesh it out because we're looking for something to replace the current LOTR game. You still have a good bit to do including creating rules. A word of advice about the rosters: they are probably not all going to be filled and its possible some factions will have no players at all. How are you going to address this?

Though I do desire Sauron, I will not deprive him of you, Gandalf. Go ahead and use him! I will just stick with someone lower...unless you truly wish to use someone else.

How are battles going to work? Is each unit going to get a numerical value for battle rolls? A cost? Are characters going to be prebuilt? Will there be traits? Will there be lands, if so, how does the economic system work?
