War of Vengeance:If an enemy crosses the line, with a particularly great insult to the Dwarves (If it is great enough will be determined by a Moderator), the King of the Longbeards calls all Dwarves for vengeance against that enemy.The one who calls a War of Vengeance must pay 60.000 Mirian for it to take effect, and will receive units from the other Dwarven Houses.They will leave his army once vengeance is taken.
Darkening of the Sky:Sauron can use this to darken the Sky during day, so his Trolls don't turn to stone.Orcs also receive a 5% bonus (Which is also valid during Night Battles).The Sauron player must pay 20.000 Mirian per use.

Some regions in the game have AOR units.They can be recruited only by the Lord of that region, and if the Lord of their region raises levies, he receives 2 units of them in addition to the standard ones.

Don't know if this has been mentioned and not edited due to difficulties there or overlooked but.....
As Head of State starting with 500,000 I can build every single building in Mordor at the start of the game for 50,000 (or 93,000 with all generic buildings too) and equip anyone I please with top-tier equipment for a few thousand.
I would like to bring that into a wider general concern of mine:
It appears to me that a lot of the numerical work here doesn't exactly match up - every section looks completely independent of the other sections, and use different number scales.
In other words, has any balance testing been done?

If you are talking about the armour, characters and units use two sets of armour which are mutually exclusive.Morale has always been taken into account, but as for weapons and racial bonuses, have you noticed why exactly do the Noldor have a lower Attack than some Numenoreans? It's because the Noldor units receive a +5% bonus in Field Battles.

My comment was that buildings and armour are really cheap when compared to starting money and incomes.
It could be resolved by halving the starting money.I could add something which obligates players to maintain buildings.
