Shrine Of Asuryan

I have noticed that when i capture cultist or naggarothi settlement i can't build the shrine at once. It requiers a huge percentage of asuryan faith. Is it deliberate? Does the shrine to khaine increase khaine worship in my cities? If so only way to increase faith seems to be with priests until i get the majority.

But when i build khaine temples, i can build asuryan priests. why?

The high elves also worship khaine since he is one of their gods. That's why you can build khaine temples even if they increase your pleasure cult level. However you can only recruit priests of khaine if you get excommunicated and accept the conversion event.
