Money Problem

I am playing SS version 6.4 as The Holy Roman Empire and for some reason even though my financial details says I will have a certain amount of money next turn, my actual amount of money the next turn keeps going down. It is now down to -5000 and its ruining the campaign, I appreciate any help that can be given, thanks!
