They might have no infantry so they can't attack the city (and can't use siege equipments), just waiting them die from starving
That is most likely, as one of Khwarezmian armies is composed exclusively of cavalry units. It's beginning of campaign, so I assume it is the same army besieging Merv.
There's no AI issue here. Double-check things before alarming, please.
i don't know for the AI ,but when you siege merv with that army the defenders come out to attack you (silly for them) and they get slaughtered easily. stupid rebels
They sally forth only when there is a specific ratio of besieged and besiegers. They won't sally forth if they are decimated. It could be they did sally forth, but the battle was processed as a draw, so the siege is continued, and now they won't sally forth, because there is too few of them. Oh, and they won't sally forth on normal unit size setting.
they do this to each settlement... not just Merv. to Balhk as well. And their army composition is not just cavalry either lol

How do you know it's not just cavalry?
I find that the Khwaremians normally take forever to expand through Persia if I leave them alone. For example, in my Ghurid playthrough I'd already knocked out the Ghaznavids, Sindhis, and both Rajput factions before Khwarezm took Hormuz--and this was just before the Mongols invaded. This could be because their units tend to be expensive (not a complaint, I like the way the Khwarezmshahs are in-game).
I modded them (mostly changing txt files) and they are now one of the most powerful factions and conquer 'persia' relatively quickly. Just as they should be. I also empowered Ghurids and weakened Ghaznavids, so my campaings tend to develop rather historically and it's me who make the difference!

What did you change? King's Purse, starting armies, starting cities?
King's Purse, starting armies (elite units, well balanced, and closer to their first turn sieges), starting money, money scripts, more developed starting cities and those nearby, and a general weakening of the rebel settlements all over their area of influence. They expand quite quickly as expected.

How much better do they do against the Mongols?
Actually I haven't tested so far as to see the Mongols dominating the area, in fact it's been a long time since I've played M2TW at all, as I'm mostly waiting for patches in BC. I did the changes I just mentioned several months ago, perhaps more than a year.
However I'm not concerned at all about them being able to resist the Mongols, since I'd like them to destroy the Khwarezmians quickly. As I said, I like things to develop as historically as possible, with me being the 'destabilizing element', heh.
