Being the first time inside the Red Keep was kind of confusing for the knight. Shouldn't there be a man, taking him to his king, like he always did with the guests at the gate of Highgarden when they searched an audience with his father?

And yeah, Ser Garth may be a good knight and noble, all a Lady Sansa could dream of, however he is in his youth kind of naive and believing in heroic deeds of the past. So don't wonder about his behavior, it's just the fault of his Tyrell family.
