I install 2.2 and then 2.22 in RTW 1.5 and merged the files with the Rome ones - I have this in my documents as opposed to programme files as im using Windows 7
When I try and click on imperial campagin it goes back to the main menu

ROP is modfoldered, so you don't need to "merge" the files with RTW. Just install them in the RTW file, unfold them and drag them to the ROP file.
I don't have Windows 7 and I don't know how it works.
